Emoji.ResolveAt(EmojiMode, string, int) Method
Decides the presentation of the character that starts at an index of a text, reading the variation selector that follows it, if any, from the text itself.

Index of the character’s first UTF-16 code unit.

With no selector after it, a character that continues into a longer emoji sequence (a zero-width joiner, a keycap or a skin-tone modifier follows) has no preference, because the font composes such a sequence as one glyph and forcing the first character into another font would split it. An index outside the text, or one that is not the start of a character, also yields NoPreference.
